The FBI announced awards for the second iteration of a blanket purchase agreement for IT services and supplies Friday, estimating the spend will be $8 billion.

A total of 95 entities — 31 large businesses and 64 small businesses — received awards under the sequel to the Information Technology Supplies and Support Services contract, also known as ITSSS, the agency said in an update on SAM.gov. The new agreement will serve as the primary vehicle for the agency’s IT services for the next eight years.

The award marks the largest contract vehicle for IT services ever established by the FBI, according to the agency. Investments for the previous ITSSS totaled over $2 billion. 

“ITSSS-2 will provide the FBI with streamlined acquisition procedures and a vetted Vendor Pool to establish call orders more efficiently,” the agency said in the update. 

The FBI also noted that it will establish “a forecasting tool to identify upcoming requirements on a timely basis and to allow ITSSS-2 vendors to appropriately plan their proposals.” The bureau said it will be holding informational meetings with stakeholders in coming weeks.

Efforts to create the vehicle began in December 2021 when the FBI partnered with the General Services Administration on the blanket purchase agreement, according to the agency’s updates SAM.gov. In February 2024, the bureau said it was in the last phase of evaluation but an award wouldn’t be made until bid protest challenges to the contract filed with the Government Accountability Office were resolved.

After months of delays, the FBI has now decided to scrap the launch of its $5 billion Justice Department-wide IT services contract recompete until later this calendar year.

To bridge the gap for the DOJ during the delay, the FBI filed a one-year extension justification for the current contract, Information Technology Supplies and Support Service (ITSSS). That contract has a $30 billion ceiling, but FBI has said spending has amounted to only about $2 billion so far.

The agency’s plan was to issue a scaled-back recompete — which it has now named the IT Enterprise Contract Support (ITECS) — to launch with the expiration of ITSSS. However, with “intense industry interest,” changes in the acquisition strategy and the 35-day government shutdown, ITECS was thrown off track, the FBI says in the justification.

“Without impacting the mission of the FBI, it is imperative to have an additional twelve months of the existing ITSSS contract to aid in the mission of the FBI being met by IT services,” the bureau says.

Now, the FBI will use the extra time to make the most of ITECS. It plans to reissue a draft request for quotes later this month, accept questions on that draft until May 13 and host an industry day in June. It anticipates awarding spots on the contract to vendors in the first quarter of fiscal 2020.

Through the extension, the FBI plans to continue support of 105 existing task orders across the Department of Justice and compete and award another 30 during the yearlong extension.

“If these orders were to be competed outside the ITSSS BPA on [the General Services Administration’s] IT Schedule 70, the FBI would experience unacceptable delays based on the timeframes required for security,” FBI’s justification says.

When it does come time to award the recompete, FBI anticipates making 15 to 22 awards per track on the contract, it has said. Ten to 15 of those would go to large businesses, and five to seven would be for small businesses in each track. Those numbers may change depending on what the agency needs.

The recompete also differs in that it is built around a framework used by chief information officers and other tech leaders called Technology Business Management. The BPA will be broken down into six tracks: end-user services, business application services, delivery services, platform services, infrastructure services and emerging services.

The solicitation for the FBI’s $5 billion Justice Department-wide IT services contract will come a little later than expected.

FBI was set to release the final request for quotes on its Information Technology Supplies and Support Services (ITSSS) Blanket Purchase Agreement recompete Friday, but due to the 35-day partial shutdown, the bureau will have to delay it.

FBI’s IT Acquisitions Unit announced the delay Thursday on FedBizOpps:

“ITAU is diligently working on all aspects of the new vehicle will be and getting the information and draft documents out on FBO as soon as they are completed. The recent Government Shut Down 12/22/18 – 1/25/2018 delayed ITAU by more than a month. The previous schedule will be adjusted accordingly. Keep watching FBO for documents and information. As new data/documents are made available, ITAU will post them. Individual requests for Information will not be responded to.”

The Department of Justice was one of several Cabinet-level departments shuttered by the recent government shutdown, which ended Jan. 25. During that time, the planned key milestones for the ITSSS contract, including issuing a draft request for quotes and answering questions from industry, none of which occurred.

The recompete will replace FBI’s original $30 billion ITSSS contract, a BPA which provided an array of IT services from  46 vendors with whom any DOJ agency could contract. That initial BPA expired in October 2018. The FBI has made no mention of a bridge contract to fill the gap between it and the launch of the award of the new contract. According to the FBI, only about $2 billion was spent under the original BPA, hence the lower ceiling for the recompete.

The FBI is planning to make awards to companies on the General Services Administration’s (GSA) IT Schedule 70, like it did for the first BPA. The bureau anticipates making 15 to 22 awards per track on the contract. Ten to 15 of those would go to large businesses, and five to seven would be for small businesses in each track. The FBI has updated its strategy for how it will make awards on its upcoming $5 billion centralized IT supplies and support services contract for the Justice Department.

The FBI’s Information Technology Acquisitions Unit has been pursuing an IT contract to replace the $30 billion Information Technology Supplies and Support Services (ITSSS) blanket purchase agreement set to expire this month.

After conducting market research, the agency is nixing its original plan to hold a full and open competition, it said Friday in a notice. Instead, the FBI is planning to make awards to companies on the General Services Administration’s (GSA) IT Schedule 70.

The recompete has an estimated $5 billion ceiling. The previous contract had a $30 billion ceiling, but it appears that only about $2 billion was spent, according to the bureau. The original contract was awarded in October 2010 to 46 vendors on GSA Schedule 70.

In Friday’s notice, the FBI said it anticipates making 15 to 22 awards per track on the contract. Ten to 15 of those would go to large businesses, and five to seven would be for small businesses in each track. Those numbers may change depending on what the agency needs, according to the notice.

The tracks have also been reconfigured to match a framework used by chief information officers and other tech leaders called Technology Business Management. The proposed tracks now are end-user services, business application services, delivery services, platform services, infrastructure services and emerging services.

The notice didn’t say when a final solicitation might be issued.

By this time next year, the FBI plans to award the follow-on to its $30 billion IT services contract.

The bureau issued a schedule Wednesday for the re-compete of its Information Technology Supplies and Support Services (ITSSS) Blanket Purchase Agreement, which it wants to award by March 1, 2019.

The schedule is already underway. The FBI sent surveys to the 46 vendors who won spots on the original $30 billion contract, awarded in 2010. The original BPA, offered as part of the General Services Administration’s Schedule 70, streamlines and centralized the FBI’s IT services buying to a single contract. It’s also available to other Justice Department agencies and offices.

On April 9, the FBI says it will issue a request for information to industry with a draft statement of work; for now, though, the bureau is mum on details about the planned contract’s value and scope. Following the RFI, the bureau will host a pair on industry days — April 25 and May 2 — and deliver a draft solicitation with a finalized SOW July 13. The official solicitation will launch about a month later, Aug. 17.

Of course, the FBI notes, those dates “are subject to change.”

About a month ago, the FBI also issued an RFI considering a move to the cloud.
